Why are we doing this?

    Wirral Council is updating its travel policies to align with the most recent government Statutory Guidance issued in 2024. The council is committed to ensuring that its transport service is sustainable in the long-term and continues to provide the best possible service for our young people and families. Additionally, the council has a duty to work towards the pledge around net zero carbon emissions by 2030. Modernising the service will help us to look at ways to reduce environmental impact.

    Is there support available for people who need help to complete/participate in the consultation?

    Will the changes affect the appeal process?

    No, the changes will not result in any changes to the appeal process.

    How long do I have to engage in the consultation?

    The consultation will run for 12 weeks to the from 13 October to 4 January 2026

    My child attends a school which is outside of Wirral can I still engage in the consultation?

    Yes, the consultation is open to all Wirral residents regardless of which school your child or young person attends.

    Will the policy and statement changes affect my child’s entitlement to transport?

    Any changes made to the policies will not take effect until September 2026. If your child or young person currently receives transport, there will be no changes to their service this academic year.

    Will I need to make a new application for transport assistance after any changes to the policy or statement are made?

    If your child or young person remains in the same school and/or your home stays the same, there will be no need to make a new application for transport. However, if changes in school or home take place a reassessment will be required. If a young person is Post-16 an annual application is required.

    What happens once the survey closes?

    All responses will be compiled to form an anonymous report. This report will be used to inform our decision-making and will be presented to councillors during the Children, Young People and Education Committee in March 2026. We will publish a summary of the feedback received alongside any decisions made.

    Can children under 16 complete the consultation?

    Views of children under 16 are considered alongside those of parents/carers.

    Why are we introducing a learner contribution for post 16 students?

    The learner contribution will bring Wirral in line with other local authorities in the wider area.  Transport door to door for a Wirral child, on average costs £4,500 per year. The £680 will be a contribution towards this cost. The Local Authority will continue to subsidise the remaining cost.

    Would I have to pay the learner contribution in one go?

    No, the learner contribution can be paid monthly, termly or annually.

    What is Independent Travel Training (ITT)?

    The Council will develop a new ITT team to support our young people to travel independently across Wirral.

    You have extended the statutory policy to include 0–4-year-olds?

    The council does not have a statutory responsibility to provide transport for this age group. However, it was felt this age group needed to be included in the policy as there are some exceptional circumstances where the Council will provide support.
