Bromborough Industrial Estate Public Spaces Protection Order
Wirral Council is asking for people’s views on the proposed re-introduction of a Public Spaces Protection Order (PSPO) for Bromborough Industrial Estate in Bromborough.
PSPOs are orders that can be introduced by local councils through the Anti-Social Behaviour, Crime and Policing Act 2014 to help prevent individuals or groups engaging in anti-social behaviour (ASB). By dealing with a particular nuisance or problem in a specific area that’s considered damaging to the local community, PSPOs help to protect the area that they are introduced in and the people that live and work there.
Wirral Council is proposing the re-introduction of a public spaces protection order covering the Bromborough Industrial Estate to prevent vehicle nuisance activity from taking place. This location has previously been subjected to two PSPO’s due to the vehicle nuisance activity at this location which has included illegal street racing, damage to street furniture as well as causing a nuisance to businesses and residents in the area. The introduction of previous PSPO’s followed complaints from residents and concerns from Merseyside Police. Since the introduction of the latest PSPO in this area, vehicle nuisance activity has reduced.
The map below shows the boundary of the proposed area of the PSPO.
In summary, the proposed PSPO would seek to prohibit/ stop the following activities:
Racing any vehicle and/or driving or riding any vehicle at a dangerous speed and/or in an otherwise dangerous manner at any time
Being part of a convoy or group of more than 3 vehicles between 6.00pm and 7am each day (this does not apply to commercial vehicles)
Driving and /or riding and/or parking any vehicle in a manner which causes or is likely to cause nuisance or annoyance to any person in the restricted area at any time
Causing damage to any public highway, footpath, fence, street furniture or grass verge by the use of a vehicle at any time
Photographing or recording or spectating any of the listed prohibited activities above at any time
Littering at any time
If introduced, any individuals found breaching the terms of the PSPO would be liable to a fine or prosecution not exceeding level 3 on the standard scale (currently £1,000). Alternatively, authorised officers can issue a Fixed Penalty Notice (£100) if appropriate.
