Charing Cross and Grange Road Active Travel Scheme

Wirral Council has received a £2.969 million funding package from the UK Governments Future High Streets Fund. We are proposing to use this funding to make improvements on Grange Road, within the Charing Cross junction and on Grange Road West.

The fund was set up to support and fund local areas’ plans to make their high streets and town centres fit for the future and as the area of Grange Road and Charing Cross is a particularly busy part of Birkenhead town centre - thanks to its variety of shops and services, the connection to The Pyramids Shopping Centre and the several car parks and bus stops nearby – this is the area we think will benefit a lot of residents and local business and we want to know what you think about the proposals.

Developed to provide better access and connection to the services in the area and improved road safety within the town centre, the proposals include increasing safety measures for pedestrians at Grange Road, simplifying the Charing Cross junction by providing better pedestrian crossing facilities, and introducing a trial Low Traffic Neighbourhood along part of Grange Road West.

The suggested improvements are designed to provide a more attractive place for people to shop, live, visit or work and to support the regeneration of Birkenhead town centre by providing an improved, better connected and more sustainable experience for all who use this area.

The three schemes proposed are:

Scheme 1 – Grange Road

This scheme aims to improve the look and feel of Grange Road, and to improve accessibility for all. The scheme includes the full replacement of paving materials, new trees complementing the existing ones, and upgrade of the street furniture. Another element of the proposal is the implementation of timed vehicular access restrictions, using electric bollards at the junction of Grange Road & Charing Cross, to reduce fly-parking (people parking where they should not) on the street. This will improve the enforcement of the existing 'No Vehicular Access' restriction between core shopping hours.

Scheme 2 – Charing Cross

This scheme aims to improve road safety at the Charing Cross junction. It includes the replacement of the existing crossings with wide, straight crossings allowing pedestrians to cross the road more quickly and easily. The scheme also includes the replacement of the current pavement with quality surfacing to improve the look and accessibility of the street environment.

Scheme 3 – Grange Road West

The third scheme is a trial as a ‘Low Traffic Neighbourhood’ along part of Grange Road West between the Charing Cross junction and Clayton Street. The Low Traffic Neighbourhood approach will mean traffic will only be allowed to travel in a westbound direction. Coloured surfacing and planters will be used to identify the boundary between the pedestrian area and one way traffic from Charing Cross – encouraging more people to visit and dwell along Grange Road West.
