Grange Road - Moving Traffic Enforcement

Following completion of the works in Birkenhead Town Centre, the council are looking to introduce camera technology to support the existing moving traffic restriction in place on Grange Road in Birkenhead Town Centre.

What is a moving traffic restriction?

A moving traffic restriction is usually introduced for road safety reasons or to maintain safe and easy access to the road for all road users. These types of restrictions used to be enforced by Merseyside Police but following public consultation Wirral Council was granted permission in 2023 by the Department for Transport to enforce these types of restrictions via Automatic Number Plate Recognition (ANPR) camera technology.

The existing moving traffic restriction on Grange Road has been in place since 1978 and restricts the times that vehicles can enter and park there. These restrictions were introduced to help reduce unnecessary traffic, whilst still enabling businesses to operate loading and unloading - keeping the central road through the town centre clear of vehicles during shopping hours.

The camera technology is proposed to be introduced to help enforce this existing traffic restriction on Grange Road.

You can view the area of Birkenhead Town Centre that will be covered by the ANPR camera technology on the below map.

Before introducing ANPR technology into a new location, the public must be provided with an opportunity to raise any concerns about the introduction of the camera technology.
