Local Plan - Scoping Report Consultation

We are developing a new Local Plan under the new planning system, to shape how Wirral is developed in the future.

A Local Plan sets out a vision and framework for the future development of an area, with policies used to decide planning applications.

This consultation is the first stage in the preparation of the Council’s new Local Plan. The existing Local Plan was adopted by the Council in March 2025; however, it now requires updating to align with the Government’s new planning requirements. Wirral’s new Local Plan will be prepared under the new updated plan making system, introduced in March 2026. It will also incorporate a minerals and waste plan.

This stage follows the formal publication of the Notice to Commence an update of the Local Plan and the publication of the Local Plan Timetable, both issued on 30 June 2026. The Local Plan Timetable, shown on the right, will be reviewed on a monthly basis and will be updated as necessary to reflect any changes. The purpose of this Scoping Consultation is to provide meaningful early engagement in the plan-making process by seeking views from local residents and stakeholders as to what the plan should contain and how future engagement should be carried out.

How to get involved

The consultation has been extended and will now run until 5pm 28 August 2026.

This is to provide additional opportunity for interested parties to review the consultation document and submit representations.

Comments should be submitted online via the Placemaker engagement platform

Once you have registered, you can view the scoping document, make representations and submit your response.
