North Wirral Coastal Route


Wirral Council is asking for views on some proposed changes to the coastal route between Wallasey and Meols.


About the area

The North Wirral Coastal Route, previously known as the North Wirral Coast Sea Defence Access Road, is a 6km concrete promenade between Bennets Lane, Meols and Kings Parade, Wallasey, as shown on the map below. Historic byelaws dating back to 1935 restrict certain activities on the route, many of which are outdated or governed by newer legislation.

A byelaw is a local law introduced to manage a specific area or activity within a local authority. The Byelaws of 1935 restricted a number of activities and behaviours which at the time would have been a public nuisance in this area of the historic Wallasey borough.

Following agreement at the Environment, Climate Emergency and Transport Committee in January 2025, the council proposes that the byelaws in place are removed, as they are outdated and no longer suitable – or if they are still relevant, they are now already covered by other legal acts and orders.

One of the current byelaws in place in this location means that users should only walk on the path. However, this is not actively enforced and the route is popular with cyclists and horse riders as well as pedestrians. The proposal for the area

To help everyone safely and effectively share the space on this route, whether on foot, on wheels, or horseback, the council now proposes that a Public Path Creation Order is completed to change the North Wirral Coastal Route into a Public Bridleway.

This proposal would:

  • Formalise the use of the path for all users, whether walking, wheeling, cycling or horse riding.
  • Provide horse riders with better access to the foreshore to enjoy riding on the beach and to be less reliant on shared-use paths.
  • Connect to existing routes in Wirral (including other Public and Permissive Bridleways).

Your feedback and the results of this survey will be reviewed by the Environment, Climate Emergency and Transport Committee and used to inform the decision on whether to remove the historic byelaws and introduce a Public Bridleway on the route.
