Millfields Church of England Primary School Closure Proposal Consultation

We are consulting on a proposal for the closure of Millfields Church of England (CE) Primary School. No decision has been made, and we want to hear the views of parents, pupils, staff, residents and any other stakeholders before the council decides whether to publish a statutory proposal to close the school.

Background

As of September 2026, the school roll stands at 21 pupils, against a published admission number of 30 and a school capacity exceeding 210 places, excluding nursery provision. In September 2026, only three pupils started in the reception class. The Nursery provision was unable to operate due to low pupil numbers. Forecast pupil projections indicate a continued decline in pupil numbers, with no evidence to suggest a sustainable recovery in local demand.

The school is operating with a financial deficit. The financial position is impacted by the very low pupil roll, which reduces the level of pupil-led funding available to the school. The costs of operating the school, including staffing, premises and statutory requirements, are higher than the funding generated by current and projected pupil numbers.

Any proposal to close the school is clearly significant and will have an impact on pupils, families, staff and the wider community. However, having undertaken a comprehensive review of the school's educational, financial and organisational position, and having carefully considered all realistic alternatives, it is considered that consultation on closure represents the most responsible and deliverable course of action.
