St Werburgh's Masterplan Phase 3

The council is seeking to maximise the prospects for the St Werburgh's area with a focus on attracting more people into the town centre and increasing leisure and residential opportunities.

In Phase 1 of the consultation people were asked to tell us about their views on the opportunity for a dramatic transformation of Birkenhead Town Centre and the adjoining St Werburgh’s area. This feedback has been used to create a vision for the Neighbourhood and a draft Masterplan for St Werburgh's has been developed. The Masterplan and an Executive Summary of it are now available for review in the Documents section of this page.

In Phase 2 of the consultation people were asked more detailed questions about the evolving plans for the future of this area. After Phase 2, the opportunity arose for the council to purchase the Pyramids shopping centre estate, presenting a major opportunity for shaping the town’s future. This meant a review of the St Werburgh’s document was required. The amended plan takes into account the larger building ownership area the council is now responsible for and ensures the long-term masterplan aligns with the council’s aspiration for redevelopment of the wider town centre.

The refined Phase 3 for St Werburgh's will still at its heart have its own distinct character as well as being a key piece in the wider plans for a more connected Birkenhead, an improved commercial district and revitalised town centre. The main aims of the masterplan are to:

  • Reduce the amount of unused space and buildings, making the area feel more vibrant.
  • Increase how easy it is to travel across the town centre on foot and by bicycle.
  • Create an amazing sense of arrival in the town centre.
  • New mixed neighbourhood with more homes and apartments.
  • Create new routes that connect the north and south of the area.
  • Create a series of unique streets and spaces that encourage more activity and diversity in the town with increased ground floor uses to buildings.
  • Delivering a new market, adjacent to the existing bus station, in the former Argos building in part of the Pyramids, which has been recently acquired by the council.
  • Creating a series of new high quality public squares and spaces.

The St Werburgh’s masterplan is now being consulted on with an aim to see the town centre “rebalanced and vibrant” and its heritage assets celebrated and fully used.
