Wirral Libraries Strategy Consultation

Wirral Council is developing a new strategy that will guide the library service from 2026 to 2031. Libraries are trusted, accessible places that support reading, learning, digital confidence, culture and community connection. As the borough changes, the library service must continue to evolve so it remains relevant, inclusive and sustainable.
The draft 'Libraries for All' strategy sets out a vision for libraries as welcoming and modern community spaces where people can read, learn, create and access support. It highlights the importance of strong partnerships, improved accessibility, better promotion of services, and a consistent, high‑quality offer across the borough. It also recognises the role of central, branch, partner and outreach libraries in delivering a flexible, place‑based service. The draft strategy can be found in the documents section.
We are now asking residents, library users, staff and partners for their views on the draft strategy. Your feedback will help confirm whether the proposed direction reflects what matters most to local communities and where improvements may still be needed.
This consultation focuses on how people use libraries today, what they value most, and how access, inclusivity and the overall user experience can be strengthened. It also seeks views on how libraries can support wider priorities such as digital inclusion, early years learning, wellbeing, community connection and local culture.

Feedback will be analysed and used to refine the strategy before it is presented to Tourism, Communities, Culture & Leisure Committee for approval in Summer 2026. The final strategy will set out how Wirral’s library service will develop over the next five years.
