Duke Street Active Travel Scheme

Wirral Council would like feedback on proposal to improve the existing active travel facilities along Duke Street, Bidston & St. James and Claughton Wards.

The proposals include:

• Introduction of signalised pedestrian crossing facilities at the Duke Street/Price Street junction, to improve safety and convenience for pedestrians.
• Installation of ‘Wand Orca’ type segregation bollards along the existing cycle lane to improve safety for cyclists.
• Amendment to the existing Traffic Regulation Order (Double Yellow Lines) along the cycle link (at locations where there are not double yellow lines already), to improve traffic and parking management.
• Additional white lining and ‘buff’ coloured surface treatment to the carriageway and cycle lanes.

Duke Street is a key transport corridor and improvements to this corridor will improve traffic management and active travel and will support regeneration by connecting new development sites at Wirral Waters to Birkenhead Park and Birkenhead Park rail station.

The proposals will be funded via The Department for Transport’s Active Travel Fund and the City Region Sustainable Transport Settlement (CRSTS). This funding can only be spent on proposals that help create an environment that is safe for both walking and cycling and helps embed this as part of long-term commuting habits. The proposals will not be funded via Wirral Council Tax.

This is a statutory consultation as the route includes the amendment to a TRO (Traffic Regulation Order). We must consult on any TROs and consider any objections raised by the public. The statutory process sets out that the consultation must be no less than 21 days. In line with other active travel consultations, we have extended this to 8 weeks. The proposed TRO amendment for Duke street will result in double yellow lines extended along the full length of the cycle link, other than where there are permitted parking bays.

Please note: An initial consultation exercise was carried out for this scheme in 2021, however this did not include the pedestrian improvements to the Duke Street/Price Street junction. As the scope of the scheme has been extended, and a time period of 2 years has now passed, a new consultation is being undertaken. This is a new consultation exercise, therefore please note that only comments submitted during this consultation will be considered as part of the decision-making process. Comments submitted to the previous consultation can not be considered.
