Car Parking Charges - Traffic Regulation Orders Consultation 2024

The council currently charges the public for parking at certain car parks and at on-street locations and these charges are used to help manage traffic, congestion and to help keep people moving so that everyone who needs to, is more likely to have access to a car parking space.

In September 2021, parking charges were standardised across our parking locations, to ensure that parking was fair no matter where you were parking in Wirral. The standardisation saw some tariffs increase whilst others reduced. Prior to this the council’s parking charges had not increased since 2017.

The council now have some proposed changes to parking charges that will affect car parking across the borough. The purpose of these changes is to deliver against Wirral’s Parking Strategy, approved by the Environment Climate Emergency and Transport committee in December 2023, and in particular the short-term policy aims. In line with the Parking Strategy and also the council approved Cool 2 Climate Strategy, these proposed changes will help meet the costs of continuing to provide dedicated public car parking in a fair way as well as to address future parking impacts by ensuring that any new parking plans are self-financing.

New charges are introduced using a process called a TRO (Traffic Regulation Order). By law, we must consult on any TROs and address any objections raised by the public. The council are consulting on these proposed changes to car parking in Wirral.

Blue badge holders (disabled) will be exempt from paying for parking, provided they display a valid badge.

The proposals include:

On-Street Parking

Introduction of charges in on-street parking bays and introduction of a £1 charge to park overnight (between 6.30pm and 8am) at the following locations:

  • Kings Parade / Coastal Drive, New Brighton. Scheme reference number TO/24/40.
  • North Parade / Meols Parade, Hoylake and Meols. Scheme reference number TO/24/41.
  • South Parade, West Kirby. Scheme reference number TO/24/42.

Inflationary increases at on-street parking bays where fees already apply (including on-street parking permits) and introduction of a £1 charge to park overnight (between 6.30pm and 8am) at the following locations:

If you provide feedback as part of this consultation and object to any of the schemes, you must provide a reason for the objection so that we can consider your objection as valid. This is because, as part of the TRO process, we must review the objections and the rationale behind them and take the findings of the consultation and a written response to each valid objection, back to the Environment, Climate Emergency and Transport Committee for them to make a decision on how to proceed with the proposals.

In addition to the above proposals, there are also some other changes that will be coming in, that will affect parking in Wirral.

These additional changes include:

  • Inflationary increases of all charges at all council-owned car parks where fees already apply (including trader and country park parking permits)
  • Increase in charges for permits in resident parking schemes

This is the first increase of charges for a number of years and is reflective of inflation over this time. Further details can be found in the documents section of this page.

As a council, we must, by law notify the public of these changes by displaying legal notices in the impacted areas for 21 days but we do not have to consult with the public on them. These changes are therefore not included as part of the below survey. Whilst we do not need to consult on the increase of charges, all of these proposals, including those that we are consulting on, will be reported back to the Environment, Climate Emergency and Transport Committee in December 2024 for discussion and a decision.
