Hoylake Beach Information

Wirral Council is moving forward on developing a new beach management plan for Hoylake and will be engaging with residents, elected members and other stakeholders as part of this process.

The work will be carried out in a number of stages.

The first stage in the work was to develop an expert-led, independent scientific study of the beach which will help to give everyone a clear understanding of the ecology of the beach; how it has changed in the past and also how it is likely to change in future with rising sea levels as a result of climate change. Survey work on the beach was undertaken in August 2021 and the final Ecology and Geomorphology Study has now been published. Phase one of the consultation ran from Wednesday 29 June 2022 and closed on Wednesday 10 August 2022. This initial consultation and engagement exercise took place to gather views of residents and stakeholders on future Hoylake beach management. The consultation report is available in the Documents section of this page.

An Easy Read version of the survey is available in the Documents Section of this page. Paper copies were also provided to those who were unable to access the questionnaire online.

Residents and stakeholders also had the opportunity to speak with officers in person to get some background information and have any questions answered about the process of developing the new Beach Management Plan.

These events were held at Hoylake Community Centre on:

  • Wednesday 13 July - 11am-7pm
  • Thursday 14 July - 11am-7pm
  • Friday 15 July - 11am- 7pm

The report detailing the outcome of this initial consultation and next steps was discussed at the Environment, Climate Emergency and Transport Committee - Wednesday, 30th November 2022 6.00pm. The papers can be found here.

The Environment, Climate Emergency and Transport Committee directed the Director of Neighbourhood Services to develop two options for consultation with the input of Natural England and Merseyside Environmental Advisory Service and to ensure that they are acceptable to Natural England through the development of Habitat Regulations Assessments and applications for assent before consulting on them with residents.

The Committee decision impacts on the timeframe for implementation of the Beach Management Plan. The programme will be updated accordingly.

    Wirral Council is consulting on how Hoylake Beach can be managed in the future. We want to understand what is important to you about the area now - and in the future. That way, we can develop a plan that fits with people's views whilst making sure we work within the protected environmental area in a way that is acceptable to the regulators of the natural environment.
