Moving Traffic Enforcement

Wirral Council is looking at introducing Automatic Number Plate Recognition (ANPR) camera technology to support with its permanent School Streets schemes.

This follows on from the success of trialling Automatic Number Plate Recognition (ANPR) camera technology to support Wirral’s first School Street Scheme at Greenleas Primary School in Wallasey.

Using the technology has helped support the aims of the School Streets scheme to create a safer, happier and healthier school environment by further reducing the number of vehicles entering the school street zone during its operating times.

To help improve the environment directly outside local schools and to reduce the unnecessary traffic and poor driving choices that can impact everyone in the school and community, we are now looking at introducing similar camera technology to the other permanent School Street locations. Future roll out of the ANPR camera technology at school sites will be undertaken in line with available resources and funding.

The School Street locations that we plan to use the powers at, are:

1. Raeburn Primary School, Bromborough

2. Liscard Primary School, Liscard

3. Christ Church CE School, Birkenhead

4. St Albans Primary School, Wallasey

5. St George's Primary School, Wallasey


All roads that are contained within the closures are indicated on the map for each School Street area, which can be viewed by following this link and clicking on the school name.

The Council have powers to undertake Civil Parking Enforcement in accordance with Part 6 of the Traffic Management Act (TMA), 2004.

Following a consultation on Moving Traffic Offences in January 2023, the Department for Transport granted the authority to use civil enforcement of moving traffic contraventions in Wirral.

This legislation allows local authorities to enforce parking restrictions together with some moving traffic offences, like making prohibition of entry, banned left / right turns, exceeding weight limits, and stopping in yellow box junctions.

Greater enforcement of moving traffic contraventions will play a part in delivering a range of policy objectives including:

  • Increasing compliance with traffic regulations through increased moving contraventions enforcement at permanent School Street locations in Wirral Council
  • Contributing towards the Council’s plan and delivery of Wirral Road Safety Plan
  • Improved road users’ perception of road danger.
  • Changing behaviour of drivers disobeying restrictions.
  • Encouraging more walking and wheeling
  • Assisting the Police with some of their enforcement duties

This survey is asking for any comments that you may have with the introduction of camera technology at Wirral's permanent school streets schools.
