Birkenhead 2040 Framework

Over the last year Wirral Council has developed a framework for the transformational regeneration of Birkenhead, the Birkenhead 2040 Framework. This is a twenty year plan which sets out the most radical proposals for the town since the 1947 Town Plan.

At the heart of the proposals is the creation of family-friendly neighbourhoods with beautiful, green public spaces and parks. The plan will re-connect the revitalised town centre with the amazing opportunities along the Mersey waterfront, and will make the most of the town’s iconic heritage and buildings. 

The changes already underway at Wirral Waters, Wirral Growth Company’s new office quarter and market in the town centre, and the opening of Eureka! Mersey in 2022, are tangible evidence that major change is underway. 

We are pleased to be able to share the Draft 2040 Framework for an initial 8 week consultation. We have produced a detailed Framework document as well as a Summary version, plus there is a video to explain the proposals. This is only the beginning of sharing and engaging a wider audience in our regeneration plans and there will be many more opportunities to Have Your Say over the coming months.

There is a survey below where you can provide comments on the draft Birkenhead 2040 Framework. It will help if you have looked at the Summary document or watched the video before you answer. You can also pin your comments on the map below, identifying places in the town which you think are beautiful, places you think need to be improved, or places you think we should be making more of. You can upload photos to the map as well. Please remember that your contributions are all anonymous.

We will use the feedback from this consultation to shape the final draft of Wirral's Local Plan, the land-use strategy for the Borough, which will be published for public comment later this summer. If you are particularly interested in the impact of the Birkenhead 2040 Framework on the Local Plan and would like to respond to that specifically, rather than this survey, or submit supporting documents, then please email localplan@wirral.gov.uk

    Wirral Council has been working with partners to develop a twenty-year strategy for the regeneration of Birkenhead. We are excited to be able to share the Draft Birkenhead 2040 Framework with you and get your comments.

    The Framework was originally developed to focus on the physical spaces in Birkenhead, linked to the development of Wirral Council’s Local Plan – the land-use strategy for the Borough. 

    Momentum has grown over the last year to create something truly ambitious for the town – a vision and strategy which local people can be proud of. A strategy which addresses the needs of the community, the economy and the environment, responding to the impacts of Covid-19.

    We have produced a Birkenhead 2040 Framework Summary document which we hope you will be able to look through to help you answer this survey. Reflecting the requirements of the Local Plan process we have also produced a detailed Birkenhead 2040 Framework document which looks at the land-use issues in more depth. 

    Your response to this survey is anonymous. The information will be used to inform the final Birkenhead 2040 Framework to be published later this year. It will also be used to inform the draft Local Plan which will also be published for consultation later this summer.
