Selective Licensing 2025-2030

Selective Licensing is a scheme to improve private rented homes within specific designated neighbourhoods by requiring landlords to obtain a licence and comply with certain agreed conditions. Documents relating to the proposal, including detailed maps and address lists are available in the Business Case and Appendices section on this page.

Properties in areas proposed for selective licensing are higher risk for health and safety hazards than in Wirral as a whole. This scheme aims to improve homes in these areas by ensuring private landlords meet satisfactory standards of tenancy and property management.

The proposed areas for 2025-2030 are:

  • Birkenhead Central
  • Lower Tranmere
  • Tranmere North
  • Hamilton Square B
  • Tranmere Lairds
  • Egremont South

The areas were identified using research from the council’s Intelligence Service which identified key areas which had the poorest levels of property condition, higher than average levels of private rented stock, and low housing demand. A full breakdown of the evidence, methodology and findings is included in the business case which can be found in the Business Case and Appendices section on this page.

We want to hear from you! There are 2 surveys below for different groups to complete:

  • Residents and Businesses - please complete if you are a resident or business owner in Wirral.
  • Landlords - please complete this survey if you are a landlord of a property.

Following the consultation, the scheme will be finalised to take account of consultation feedback and a report will be prepared to summarise the consultation findings.

The feedback will be reported to the Council’s Economy, Regeneration & Housing Committee in early summer 2025 for final consideration of the scheme.
